After graduating from Oakland High School in 1944, Henry served in the Army during World War II, as a combat infantryman in the Philippines, on Leyte and Mindanao.

After the war ended, he was sent to Korea where he became an agent in the Army's Criminal Investigations Division. Henry graduated from U.C. Berkeley in 1950, where he received a B.S degree. He later pursued graduate studies at American University and George Washington University, and was a graduate of the Federal Executive Institute in Charlottesville, VA.
