Richard Tomkins, 83, of Goodyear died May 7, 2015, in Goodyear. Mr. Tomkins was born Jan. 16, 1932, in Quincy, Mass. He joined the Air Force in 1950 and served until 1953. He re-enlisted in the Army in 1954, and served another 21 years as a chief warrant officer.
He moved to Arizona in 1975, and was a proprietor of a private investigations agency in Phoenix for more than 30 years.
In 2009, he served as the volunteer ambassador to the United States Army Freedom Salute Program in Arizona. He was also a past post commander in the American Legion in Puerto Penasco, Mexico, and the Veterans of Foreign Wars in Worcester, Mass.
He was preceded in death by his wife, Gerry Tomkins. He is survived by one daughter, Deanna Ortiz of Goodyear; and three grandchildren.
Services were held Thursday at the National Memorial Cemetery of Arizona in Phoenix.

Richard joined CIDAA in November 1982 after retiring from CID on May 31, 1974 and remained a member until 2008.
